UPDATE: This comes from the Times Union. The Albany Parking Permit plan is set to take effect on October 1, 2012 in December 2012 Tuesday, January 15, 2013. The TU is reporting yet another delay that will push the permit plan back until sometime in December.
The City Clerk’s Office will hold special hours between 9 a.m. and 1 p.m. for residents of the Mansion, Pastures and Ten Broeck Triangle neighborhoods to apply for and purchase their $25 permits, which will allow them to park all day on residential streets in those neighborhoods once the permit system goes into effect later this year.
Still, the exact start date for the system — which will limit weekday parking to two hours on some downtown residential streets, except for permit holders — remains unclear. City officials had initially eyed Oct. 1 but then pushed it back to at least Nov. 1 as they continue to finalize the details. Now, December seems more likely.
The Mansion, Pastures and Ten Broeck Triangle neighborhoods — known under the law as Zones B and C — account for only about 25 percent of the 2,750 parking spaces near Empire State Plaza that will be covered by the system.
Residents of the much larger Zone A — sections of the Center Square, Washington Park, Hudson/Park and Park South neighborhoods — can begin applying for their permits on Nov. 3 and Nov. 17, also Saturdays between 9 a.m. and 1 p.m. Read the full Times Union article here.

The City of Albany has approved a residential parking permit system for three downtown neighborhoods, Center Square, Mansion Hill, and Ten Broeck Triangle. The permitted streets are as follows for the three Albany residential parking permit zones: Center Square (Zone A) – which includes Willett Street, State Street, Chestnut Street, Lancaster Street, Jay Street, Hudson Avenue, Hamilton Street, Madison Avenue, Dove Street, Jefferson Street, Elm Street, Irving Street, and Myrtle Avenue; Mansion Hill (Zone B) – which includes Philips Street, Grand Street, Madison Place, Elm Street, Wilbur Street, Bleecker Street, Myrtle Avenue, and Park Avenue; and Ten Broek Triangle (Zone C), which includes St. Josephs Terrace, Hall Place, Ten Broeck Street, among other surrounding blocks. Just when you thought you couldn’t have it all in downtown Albany, now you can add convenient permitted parking to the list of urbaan living advantages.
For $25 the City of Albany will issue parking permits to the Albany residents of Zone A, B, and C for exclusive on street parking between 8 a.m. and 6 p.m. during the week. Only residents with a permit will be allowed to park on the permitted streets. Both tenants and home owners will be eligible for parking permits. The plan also calls for an increase allowance of short term parking spaces (i.e. two hour metered parking), to benefit the local businesses and their customers.
And if you’re one wondering what you’ll do when your family or friends visit, there is also a visitor parking plan. Vistor parking permits will be issued to current parking permit holders to accomandate neighborhood guests.
